What's the point of GU24 sockets in lamps? They seem to exist solely for energy efficiency compliance.

But then why not use the Edison Screw bases, because it's practically the standard?

Yes but people would simply stick in an incandescent. This particular product is supposed to prevent that.

So it's maybe for better safety?

No, it's only so you can use a certain type of bulb.

There would not be much point in banning E26 if the adapters are still allowed, would it ?
Sure you can still get the adapters elsewhere and bring them in, or keep E26 sockets from older installations, or use HID E26 sockets (do they fit GLS lamps ?) (or are they banned too ?)

But it seems like they are really banned, you would get in big trouble if you get caught using one.

It seems like anybody related to the government would report it if they happened to see one being used.

Maybe for a "home inspection"?

Home inspection is a service. The home owner calls home inspection to get a summary of the problems or approval that everything is ok, to check whether there is anything wrong with the house or to show the ok paper to buyers when selling the house. If you call an inspection, remove the adapters..

The only scenario where GU24 to E26 adapters might cause an issue is when you pull a electrical permit for say new lighting and the code inspector sees them but it's easy to just remove the adapters. If a fixture was like that for my own personal use, I would just change the socket or buy a different fixture.
