Ameren has just started using the GCJ, GCM, and GCL J series from Leotek.  Supposedly they are slightly more efficient, and a wee bit brighter, using less watts, but I don’t really notice any difference between the J and H series.  Just different Light engines with 30 LEDs instead of 20, and 60 instead of 40 in the GCJ and GCM

I have some memories about this brand, and they don't seems to be very "bright".

Seems like Detroit is the only city with problems like this.  85% of my state uses Leotek GCJ, GCM, and GCL and have had no such issues

Detroit used the Ecobra, the green Cobras are fine.
