I say do the 400w HPS. Just don't do it indoors and do it outdoors because the lamp will probably get very hot or even start melting.

for the hps ballast do i have to change anything? or do i just replace the hps bulb with the fluorescent tube?

No, it will run them at right around normal power.

A HO or VHO ballast might do the trick though (will also likely run them to vacuum loss )
