What would happen if a standard HPS lamp didn't have any mercury, and relied on the xenon to get to a high temperature? Could it work?

There are mercury free HPS lamps, but their xenon pressure is 200-300 torr to compensate for the absence of the mercury, and their ignition voltage is higher than standard HPS lamps, so they have starting aids.
