i have 4 westinghouse f40t12 econowatt lamps in my light fixture from the 50s. (i made a post on that a wile back) anyway 3 of these lamps are working good. the other one was weorking fine and yesterday i heard a loud pop and glass rained down on me, the buld just randomly shattered with no warning. is this a problem with these? if i continue to use the other 3 in another fixture will they cause this issue or is it a problem with my ballast?

No, not a problem- but take into account age and what not.. and its possible.
