I bought a few of the ITT series bulbs and other bulbs from this seller. Lots of awesome stuff, though the bulbs were in a moist environment before so the sleeves are distressed, dirty and sometimes moldy. Sadly.
Yes, it is sad. I find this as well in cobra heads that are stored outside upside down and the water has corroded the interior components and the shell. Utilities are bad about this when they are selling NOS stock or take downs.
