The free shipping for each additional one is probably a mistake. He'd be losing money if he did that. Shipping one could cost about $50 itself depending on where he's shipping it to. So if you ordered two he could have to pay $40 out of his pocket to ship the second one. Not including his selling fees. I wouldn't do that. Shipping costs vary of course though.

I would be concerned that they were packed properly and arrived without damage. You ship a large cobra head it will cost you at least 50-90 dollars. That means the seller is making 9.99 selling price for each light if the shipping is under the 49.00. That does not include his packing materials, ebay charges, paypal charges, and time.
Something isn't right.

I think some sellers just wanna get rid of heads acquired through surplus finds but get stuck with dead-weight. They might then accept a loss on shipping.

Here's a reply I got from seller with the 25w + 40w LED (& the Powerbracket): "..ordered them and shipping was not possible so I am trying to recuperate my cost, will see if I can ask to flip them,.."

I sent them a message a few days ago. They told me they're getting the lights about 20 at a time. I think they said they're scrapping them for their city.
