| That's what it sounds like, the logic of the situation does not make sense to me. From what it sounds like, they're only going after the retailers because "most" of these manufacturers are based in China, which sounds like bull (for 4 of the 5 at least), because while the bulbs might be made in China, the manufacturers are based in the US or have some sort of division that's based in the US (or something like that).
