Now that I have a new Apple iPod Touch with HD video camera - I can video lights wherever I go!

In your first video, the starters glows an intensive blue color, means that they have a mystery gas in them.
Also, they severe overdrives the electrodes during the preheating, that may cause early failure.
In your last video, both tubes have reached EOL, because both of them strobing.
The good tube should be flash different then the bad one.
Generally, i'm not love the preheat blinkage of fluorescent lamps operated with glow starters (Especially if they're in a large number of lamps), and this is one reason why i more love electronic starters instead, or HF ballasts that have low loss and have no humming and have flicker free operation and starting.

I love preheat/switchstart.  The blinking does not bother me at all.  It is actually quite interesting to me.  LOL  Can't beat the reliability of preheat gear!

Preheats have always been my absolute favorite. My grandpa built his shop in 64 and used preheats. When I was a kid I used to flip the light switch off and on repeatedly. It would drive my dad nuts.

Could you start a EOL tube manually and then run it without a starter and the tube will run normally?
