My Pontiac 6000 STE

I found this GE M-250R that has a C on the bottom door. Right where the nema tag goes there is a C stamped in the metal. Can someone tell me about it or what it means?

Conversion? Maybe it is a HPS light that the city wants a MH, so they put a conversion lamp in it? This is just a thought....

Is this in Chicago? I know GE specially makes fixtures for the city with the "C" on the bottom doors.
