These are just 80W T5 HO lamps, were common here in Israel. You need an electronic ballast for them.

A 1000 watt HPS ballast will run them nicely.

This will kill the lamps very fast. European T5 HO and HE aren't intended to be operated on magnetic ballasts. Use a PL-L 80W ballast at least.
