The most sketchy thing has to be the soldered leads on the lamp base and the PVC pipe base.

A proper mogul socket is only a few bucks online.
I'm surprised that the lamp dosen't cycle too. He's using a 100w ballast which is designed for a 55v lamp while the lamp looks to be a 250w which has a 100v arctube. Perhaps it's underdriven so much that it never really warms up and hence won't cycle on a 55v ballast. The underdriving is probably the reason why it has a LPS look to it too. It's not truly monochoromatic like a LPS since there are faint emissions from other elements in the arc tube like xenon and mercury that a true LPS lamp won't have.
