This unknown fixture has been bothering me for a long time. Anyone know what is it?

More now interested in Polish Street lighting, the country where I come from.

LED fixtures need to stop replacing fine-working streetlights. However, I except retrofits, only if it's done very well.

For today I live in England, so except me posting English fixtures as well.

All from me, 220v-240v
