Are 4 foot tubes also not actually 48 inches? same with  F72T12? Ive just never thought to measure them

 I think that only applies to the slimline and HO/VHO tubes .

No, this applies to all fluorescent tubes. The number of inches refers to the size of the fixture, not the bulb. If you measure an 8' fixture, you will find it is exactly 96".
