yeah, but this would push the use of HPS, LED, and take out MV, some LPS.

It will push out light sources, that become too expensive too expensive and complicated (e.g. huge reflectors for even small LPS, to meet the beam pattern requirements) to use with the street lighting, but there is nothing wrong with that.

What is wrong is to say "Ban MV, because of light pollution" - light pollution is never used by any light source alone, but only by a wrong combination of all four elements: light source, it's output, fixture optic and lighting task. Correcting any single one of these four solve the pollution problem. And obviously some of the solutions would become impractical...
