So it looks like 2ft T12s are not banned?

Thats correct only the 4', 8' and U bents are affected. The lamp manufacturers have since switched to T-12s that comply. For example Philips now makes Soft White Deluxe, Neutral Deluxe, Cool White Supreme, etc.

What is Neutral Deluxe?

Its the one in 3500K. I bought a pair, it is nice!

OK. the original WHITE color.  Home Depot didn't have these at my location, maybe I will try another place that has Philips.

I have another question.  Does the ban mean they need to stop selling them completely, or can they sell out there current inventory?

They can sell what they have left. I can still find lots of the old variety for sale here.
