For a bref moments (few minutes) not much, the discharge will limit the voltage to low level.
Long term (hours,...) the HID electrode sputtering will degrade the arctube (at 40mA the electrodes have no chance to warm up).

With SON arc tubes (or an intact SON lamp), you might very well be able to observe the phosphorescence of the arc tube ceramic. Try it out
