35 watt metal halide ballast with ignitor removed will work and is cheaper and easier to obtain.

I believe most ballasts for 35w MH are dual rated for use with 39w MH lamps too. Do note that you'll need to find a magnetic ballast to be able to disable the ignitor. The more common electronic 35w ballasts don't have a easily disabled ignitor.
