Look like loads of pop packs firing up. Keif UK fixture are more noisy at starting up.  U ought here my 8 foot pop pack starts up   It make u jumps back for first time i struck it.

It make that loud buzz is the current inrushing the ballast and lamps heats up starter make blink  and that plink sound is ballast and starter working together.   My pop pack is very noisy and blink happy start up And a loud 60 Hz  hair clipper buzz after running.

Jeremy, the desklamp ballasts I have paralleled in my f25t12 preheated are loud on preheating, but shut up when lamps strike.
