I got a 70 watt HPS bucket light, and I want to know if I can run Moon Pulse (PSMV) bulbs on it. Is the voltage high enough?

No, it won't run it. not without cycling anyway.

Maybe I can install a MH ballast. Are there any retrofit bulbs? Maybe I could put a HPS > MH bulb in.

US HPS lamps up to 150W S55 are made for low arc voltages (order of 55V). From 150W S56 and up are made for high arc voltages (order of 100V and higher). Generally (maybe with some rare exception but i dont know of any such), Mercury and MH lamps are all high voltage. So i dont think there is any Merc or MH lamp around that is even close to the required spec
European HPS lamps are high voltage in the 70..150W range as well, and those are compatible one for one with the same wattage Pulse Start MH lamps

I also have another question: Is it safe to "test" a 150 watt HPS lamp on the 70 watt ballast? I know it might overheat, but is it OK just for a brief period?

Yep, but the ballast will heat more than normal (as the lamp won't warm up properly) so keep an eye on its temperature and switch off if it gets too hot

I should install a 150 watt HPS ballast, so I get more light.

WattMaster, again, telling you running lamps on the wrong gear can result in an explosion or fire. Even if just for a short period, it can still have problems.

I would do all of this while having a safety cutout, (power strip circuit breaker and switch) a fire extinguisher, safety glasses/goggles, and a path to escape quickly. I would stop everything if anything feels/looks abnormal.
