Will a F96/F72T12/HO ballast overdrive a f48T12/HO to much or would this be okay?

Very likely to overheat the ballast if it is a magnetic ballast

Yep it could over heat the ballast. This also is the case with Normal Output rapid
start as well I'm pretty sure.

Some magnetic ballast will go that low that is listed
Only problem is shorter lamps is harder on ballast

Your better off getting F48T12HO ballast
Those are F24 to F48T12HO

No LED gadgets, spins too slowly.  Gotta  love preheat and MV. let the lights keep my meter spinning.
