Absolutely, yes you can. The Cold Temp Only marking is to get around the EPACT bans here in the U.S. (I know you're located in Canada). The CT lamps are standard halophosphate and full wattage, something banned here thanks to gov't energy efficiency rulings. The rule used to be either high CRI or reduced wattage (the reduced wattage lamps don't perform well in cold) but now it's high CRI for both types since 2012. Unless it's marked Cold Temp. But you can use them indoors or in the summer in a hot garage no problem...hope that answers your question.

Thank you so much!! I have a HO fixture and I only have these lamps so I was wondering if I could use them and I thought it had to do whith how the lamp operated or something but I guess not, Thanks

I realize this is an old thread, but as ace said, yes, they work just fine! I don't see any problem with using them in any temperature. That's all I use in my garage winter and summer.

The only disadvantage is the a bit lower efficacy (design tuned to lower temperatures), otherwise no problem at all...
