Good idea regarding a continuity check, that probably is the best way to go about it.  If NCV is a non-contact voltage test, I don't think that'll tell you much.  All that indicates is that there's voltage in the general vicinity.

Does the frequency vary on yours?  On my tester it doesn't mean anything.  It either beeps or it doesn't.

I replaced the starter sockets in the fixture and the shock problem is no more!!!
