i know how hard to get t12 there. far as tubes goes you can get them from USA at 1000bulbs.com

to espose the the bipins, they run on 700 to 800 MA current, far as ballast goes you might be out of luck
since ours is 120 volt rapid start. there is some 240 volt rapid start floating around but it not common
here.
