Use the PF cap, Autoleak ballasts with out a PF cap can consume a few amps and that will just translate into heat in the ballast and wiring, and wear on your switch contacts it comes with the cap so you might as well use it.. But it will work with out it, and it won't cost a residential user more to run it unless you have demand billing in your area, in which case it will cost you more to run with out a PF cap..
