Avoid to use those containing UV and those where you are not sure for general lighting. The UVB really degrades the eyes and the skin rather quickly. Plus you may degrade the finish of the thing you are working on as well.
The paper glow is not any reliable test at all. First there is no guarantee the paper is really treated with a fluorescing whitener. And second, the whiteners do respond to blue and UVA, but there is no guarantee it will respond to UVB at all. It is not only about the whitener itself, but the auxiliary materials (binding agents,...) won't absorb the UVB so it may not glow on it at all.
You may use the UV emitting ones for a mild room disinfection purpose, where you can not avoid occassional presence in those rooms (short term exposure won't be problem, but longer, more than a hour or so will. Mainly during the winter, when the skin has no melanine protection built up from the natural sunlight. It is really as aggressive as the direct sunlight (well that is the point for the reptile ones).

And those with unknown properties (the chipeese) use only with a UV blocking glass - assume they do emit the UV, but on the other hand do not rely on it (don't use it with the reptiles, it may be ineffective).
