I heard it was VERY dangerous if you had a rapid-start fixture that when turned on, the ends glow red and there is no way to get it to come on.

Never heard of that. I have seen one instance where a ballast went bad and sent the mains voltage directly to one of the lamp filaments. When turned on, it would make a bright flash on one end and instantly ruin the lamp.

The only dangerous thing I can think of in this case is if said fixture was over a staircase and there was no other lighting there and you fell down the stairs as a result. In rapid start fixtures, the lamp filaments are always “glowing red.” You just can’t see it because the light from the lamps overpowers it.
