What are these white flakes? The lamp was used extensively, but still works. I have never seen this before.

Maybe they add something to the tube so it gives better light colour or when they were making it, some flakes got stuck to the tube.

More now interested in Polish Street lighting, the country where I come from.

LED fixtures need to stop replacing fine-working streetlights. However, I except retrofits, only if it's done very well.

For today I live in England, so except me posting English fixtures as well.
