This has been here for decades, not sure how old, but I've always noticed it, HPS I believe.

With the image being so blurry it looks almost like a UFO if you unfocus your eyes...

I wanted to update, I was looking at an old GE catalog on Google and I believe this is a GE Powrglow Mod II.
