Seems to be a rare thing, but you may try some electronic ballast for 2x7-11W 4-pin PL or 2x14W T5 HE used 'off-label'. They all share about the same lamp current around 170mA. Check the system power you will get running two lamps - if it is around 18W, you are probably OK (2x8W + some ballast losses)

Just curious, is there a reason you wouldn't want to go preheat/magnetic?  Is the fixture too small (smaller than this one)?

Yeah, it is a tiny fixture and none of my preheat ballasts fit in it
Also there is nowhere for the starters to go

Thanks! I hope the ballast is smaller than it appears in the photo. The fixture's ballast channel is about the length of an F8T5 from the tips of the pins on one side to the other
