After knowing that Japan refers to the standard universal 2 pin starter base type as “P21”, I have been seeing that most countries in the world do NOT seem to have have ANY name for the so-called P21 base used on standard 2 pin starters that are virtually interchangeable across virtually across all countries. Why is that so?

So far, I have found documentation that Japan does refer to the standard 2 pin starter base as “P21”:

It just seems strange to me that the so-called P21 starter base is unnamed in most parts of the world even though I have found that Japanese P21 base starters do fit perfectly in a standard 2 pin starter socket.
