Good eye!  I don't think it's a preheat though, as I can't see any starter sockets, or evidence of an internal socket.  Still made it into my watch list  ;)

Here in Israel we have many multi argon T9 circline lamps preheat fixtures with another shapes. But i think this is an energy waste. Each lamp which have different wattage have it own preheat ballast.
icefoglights: The reason why you don't see any starter sockets is because that in preheat circline fixtures they are hidden inside the fixture and are not visible.

Dor123, yes, that is the way the two circline fixtures I have are also.  The starter sockets are behind the cover.
Icefoglights, too bad.  I hope it went to a collector, none the less...
