This flickers on, but then carrys on warm up still so makes the starter to close and open again making it flicker to full briteness,  this is at work when i first came i few weeks ago.

Worn out electrode (has too high voltage drop, so it trigger the starter again)
Or wrong starter installed (70V "series" "4..28W" used, instead of 140V "single" "4..65W")
