Here, electricians don't go through the trouble of finding HID fixtures, lamps or parts. Most people don't care, so there's that. However, I think if you insisted and supplied the parts or a reliable supplier, then most would probably do it for you (I think at least, I installed all my HID myself).

I'm guessing most don't want to deal with HID as you have to jump through hoops to get HID luminaires now, either special ordering or from eBay and they don't want to deal with that. That said I've heard some even refuse to relamp HID and the lamps for those are still easily available for the most part.
I wonder if it's the perception that selling LED lamps and luminaires have higher profit margins given it's status as the "latest" thing even though LED has been pretty much the mainstream for the past few years.

As far as poles, if I’m ever able to finally own a home, I plan to get wooden posts from the lumberyard or home improvement store. Lumber has gone down some in price lately so I’d probably buy a 4x4x12’ post for under $20.
Now if you’re using heavier fixtures or you specifically want metal poles that’s going to be harder to find.
You may try your local Craigslist or Facebook Marketplace, from time to time people have such poles posted for sale.

Collect vintage incandescent and fluorescent fixtures. Also like HID lighting and streetlights.

No, If you are a reputable contractor, you'll fit what your customer asks you to. Don't want to..? Fine, then don't, but don't expect that customer to give you any business again. That's not how it works here.

@Cole D, I'd avoid using something as skinny as a 4x4 post as a pole unless you're mounting something small on it like a mini incandescent gumball and one a pretty short pole too (9ft or less). Wouldn't trust it with anything larger or heavier, as IMO they're too weak to stand up over time holding a large luminaire. I'd go with at least a 6x6 post for lower heights and probably a proper wooden utility poles for actual streetlight heights.
Could call around local scrapyards for metal poles, sometimes due to construction projects, metal poles with plenty of life left will get replaced. I've also seen pole + arm + luminaire packages for sale on CL, FB marketplace, Kijiji.

We've got some... interesting business practices on this side of the Atlantic. On the few occasions I spoke to an actual employee about non-LED lighting equipment reactions were either the same as: - Asking for a used replicator, or - Asking them to unclog a toilet, if the part could in theory be ordered. (I know you'll have to fill an order form, but gee... is it that dreadful? ) Okay I'm exaggerating a bit LOL. There was this one time I went to the local Home Hardware and asked if they had any F14T12s and whoever served me (clerk or owner) took over 10 minutes of his time to try (unsuccessfully) to find a place where he could order one. But many places operate their business without giving too much of an effort, and implying my request involves anything outside the usual routine of in-store purchasing seems to trigger massive bouts of laziness in such places LOL.

I don't suppose authorities travel around at night with a spectroscope, now...
Around here, lots of electricians will touch anything that is not LED, provided it is to remove it and replace it with LED ("because HID is not made anymore").
No , they won't come around at night but some WILL come around during the day and compare the photos they took of the original install and compare with what's there now ! The City Of Columbus has done that sort of crap here multiple times ! Some friends of mine were going out to dinner and got stuck behind a city inspector's truck which was going slowly thru their neighborhood. Every so often , he'd stop , ,write on his clipboard and snap a photo of houses. A few weeks later , numerous homeowners got a violation notice in the mail . What was he looking at ? Roofs with anything other than the older 3-tab shingles . WHY? Simple , the when the neighborhood was built in the early 80's the builder used 3-tabs for all roofs . Any houses with other than 3-tabs were documented and then checked against building permits . Any house with no permit got a violation notice and subsequent fine !! YES , the city is a bunch of jerks !!! And you are correct , most won't repair or service any non-LED system . The maintenance MORONS at work claim "You can't relamp those kind of lights anymore , it's against the law !!" And a new LED fixture goes up in it's place !

Well i suppose no one is going to come out to the middle of nowhere to just say "oh you better take down those street lights or else we'll ram them down for you and write you a citation for having non-LED street lights." I mean i guess it could happen but yeah. I'm still going to attempt to get some poles and fixtures (mixture of LED & HID).

I'm surprised a municipality would actually go through and check the houses for the "correct" style of shingle. Sounds like something a HOA would do though. They aren't as common in Canada if you live in a house.

My state (Utah) has some ordinance restricting the style of exterior house designs so that only the contractors who build houses can say what the design should be, apparently. I want my house to be a spitting image of a house from the 1980's potentially in the style of the TV comedy show Married...with Children (at least interior wise) but i'll have to see about that style with the city.

HID, LPS, and preheat fluorescents forever!!!!!!

In my experience, I have seen a few private properties near my house utilize a number of street lanterns for their own use.
