I think the real answer to the original question is that it depends on where you live. If you seriously plan to do this someday, I would avoid any property within city limits, in an HOA, or (if you want MV lights) in Arizona. Generally, though, if you're in a fairly rural area and the installation is code-compliant, I think you'll be fine.
For what it's worth, I also totally intend to put up one or more streetlights in my future yard, and I plan to buy property in an area where that's unlikely to be an issue.

I think Nick summed it up nicely. You might be able to get away with low wattage (100w or below) HID stuff that's used occasionally in the suburbs or within city limits as well as anything low output run D2D but any high power install run D2D you probably have to do in suburban to rural area.
I'm in a suburban area technically but within city limits but no one has complained about the 35w HPS tallpack and the two 100w MV lights I have for occasional use, nor the 800 lumen LED in the LM Spherolite Jr I have running overnight.

What I thought about doing was operating at least 2 full blown commercial street light standards but modify the poles to include a timer (those ones used on large motors or pools/spas).They would only come on at dusk, shut off at 12 AM, shut back on around 1 or 3 AM, and finally shut off at 6 AM.

@Burrito : You can get part night photocontrols that run dusk to dawn for 2-3 days and then calculate midnight. They do not require a periodic reset. There are also controls that have no PC, they operate via GPS, and I believe they are available in part night, too. The GPS ones are rather expensive, though.

I've also contemplated about those too. Precision makes some that don't require the internet to work. They're about $60 though.

Honestly , if your concerned with the cost of the photocontrol , you wont be able to afford the poles ! I just looked and a 30' aluminum pole with no arm is around a $1,000 + shipping !! Once you get the arm , add in the cost of having a concrete base dug & poured for the pole , plus the cost of having a trench dug for the cable , the cost of cable , a crane to raise the pole , plus other assorted odds & ends , you'll be out well north of $5,000 just to install one pole ! $60 for a P/C is just a drop in the bucket . Even if you can find some relatively cheap , used poles , you're still gonna have to spend for all of the other stuff . You also have to factor in that the cost of electric is skyrocketing so by the time your ready to do this , the cost to run them will be un reachable !

I would totally buy used poles for this, and I'd do as much of the work myself as possible.
But yes, it's still easily a $2k project, best case.

Yeah, I think even on my install, the TP-Link outdoor Wifi plug I used to control my 100w MV wallpack and Spherolite Jr. cost $40 or so, which is a drop in the bucket considering much it costs to buy a pole, install it and wire it to code.

Plus , future maintenance will require renting either a bucket truck or boom lift . $$$$ I'm rather lucky as my lights aren't mounted high up and can be easily accesed by either going up on the roof , or putting a ladder on the roof of my ambulance .

My lights are mounted relatively low, which means I can just use a step ladder for maintenance or fixture swaps. That said, if you can afford to install a full municipal or DOT spec pole and luminaire, you can probably afford the ~$5000 for a used scissor lift, or at least the rental for one.
