I lives in Israel, which is a 220-240V, 50hz country.

Practically equal to mains voltage (the small boost from the leakage inductance between the ballast windings resonating with the capacitor barely compensates for drop caused by winding resistance losses). Sufficient to reliably ignite T12 with warm cathodes, but not the T8...
