I recently found a Philips Actinic BL TL40w/10 tube. Unlike my other long BL tubes, this one isn't for any scientific or medical use case, more like a bugzapper lamp. But I've never seen a bugzapper above 2ft (2x 20w). What can be the purpose of this tube?

This is a blacklight lamp, not a blacklight blue. These places uses blacklight blue lamps. Such a long and high wattage blacklight UVa lamp may be used for exposing printing plates (Mainly for pad printing) and screens for screen printing.

Exposing printing plates and screens can also be done with a row of F40T12/BL lamps.
