I recently found a Philips Actinic BL TL40w/10 tube. Unlike my other long BL tubes, this one isn't for any scientific or medical use case, more like a bugzapper lamp. But I've never seen a bugzapper above 2ft (2x 20w). What can be the purpose of this tube?

This is a blacklight lamp, not a blacklight blue.
These places uses blacklight blue lamps.
Such a long and high wattage blacklight UVa lamp may be used for exposing printing plates (Mainly for pad printing) and screens for screen printing.

Probably a bit less common now due to LED, but before that it was common for larger saltwater reef aquariums to be equipped with a pair of Actinic Blue tubes for supplemental UV, usually paired with 1-3 MH lamps for the main lighting.

There were also some larger bug zapper units intended for use with 40w lamps, not too common though.

I think printing typically required higher outputs and usually used Super Diazo Blue tubes. 40w in 4ft isn't what I consider high power for the length either as normal 4ft T12 lamps are 40w.

Exposing printing plates and screens can also be done with a row of F40T12/BL lamps.

Yes, but then your curing space will be much larger to accommodate that where as using FR48T12/350BL/VHO/180 lamps can reduce the lamp count.

There ARE large industrial strength bug zappers, even in 4ft tube size!

Othe uses may be photochemical, like photoresist exposure, resin cure rtc...
