@Ash: The phase that my room and the corridor of the low floor of my hostel are connectd, connects also most lights and appliances at the mid floor of my hostel.

This tells me nothing...
Question is, whether there isn't any fault in it, e.g. a relay on its way out, broken PCB,...

The PCB is correct. And in the last time my computer technician disassembled the UPS, all components on the PCB looked intact.
