Has anyone seen a large number of fluorescent lamps exhibiting the typical magnetic preheat EOL flashing at the same time?

This video is a prime example of a large gathering of EOL fluorescent lamps flashing endlessly on magnetic preheat ballasts:

Looks like a brownout rather than massive EOL.

I can tell instantly that those are EOL tubes and the flashing is not because of a brown-out. They each have a blackened end that is glowing orange and not white like the other ends.

I'm not sure why you think it's a brown-out.

That doesn't mean anything. There is no problem with the power supply in the posted Youtube video, all electrodes are glowing brightly, both the EOL and non-EOL ones.
