If you are curious as to what happens to fluorescent tubes on preheat fluorescent ballasts during brownouts, I found a video of a 5 lamp Japanese FCL30 preheat circline fluorescent chandelier where 3 of the lamps are flashing and 2 of them remain lit:

The collector made the claim that the flickering was caused by insufficient line voltage being supplied to the ballasts and lamps after wondering if they were EOL.
