I've noticed that in Osram HQI-TS Excellence, the /WDL arc length is shorter than the /NDL and the /D.

Probably to achieve higher mercury vapour pressure, which is beneficial for increased red content.  When arc gap is reduced voltage drops.  To bring that back up to normal levels more mercury has to be added and red ratio will increase due to selective broadening of the sodium spectrum only on the red side but not the blue.

Because with the Philips MHN-TD, the arctube isn't shorter with the 730 color compared to the 842 color, and so Osram HCI/WDL compared to HCI/NDL.
