Small capsule on T8 fluorescent cathode shields ?

In some T8 fluorescents i have seen small glass capsule attached to the cathode shield inside the tube. What is it for ?

This capsule is what contains the mercury dose. It's broken (usually by RF heating I believe) during manufacture after the lamp has been sealed.
