This not looks to me like a neon sign failure at all, but some unusual means of protest act, as this for sure not looks to me like a coincidence that precisely the neon tubes for the H, I and E letters will fail and at the same time, since the article says that this was happened shortly after the company announced about canceling of 60 jobs. So I think that workers that were in a threat of dismissal, found an original way to protest against this, and manually turned off the H, I and E letters, so that the sign will display an embarrassing word, instead of the name of the company.

I think that was slightly obvious...
