I've seen old data sheets for fluorescent street lighting fixtures (maybe on LG, I can't remember) that list 6.6A series ballasts as options.  They also mention that the fixture can be ordered with no ballast so the 6.6A transformer/ballast can be mounted in the pole base to keep high voltage out of the fixture head.  Has anyone ever seen a fluorescent ballast for a 6.6A series circuit?  Talk about rare!

That would be just a plain transformer (no magnetic shunt,...)...
