I found a few double 40 watt preheat ballasts on e pay. http://www.ebay.com/itm/NEW-ADVANCE-AD-LITE-FLUORESCENT-LAMP-BALLAST-AD-240-YH-321-/360592028828?pt=LH_DefaultDomain_0&hash=item53f4f5b49c The price is a little high with the shipping, but at least they are still available. It states that it is a lead lag ballast. They must have been made before 1963 as the address shows a zone 18 not a zip code. That is a good price. But is this a preheat ballast? Which preheat ballasts are the best for double normal 40 watt bulb service? I just bought a 1973 NOS GE double 40 watt preheat ballast on E bay. GEs seem to give good service in the past. I would like to stay away from dripping tar and smoke if I can. Also the quieter the better. I don't mind a little hum, but I am not in to growling. Thanks

Yes, these are preheat.  I have many of them in regular operation, along with the Power Lighting/General Electric/Valmont and a few Advance and Jefferson.

Those are both cheaper options than the $40 each I paid for the two I bought when I needed them. That turned out to be an expensive little project.
