Hello everyone!  I wanted to ask everyone a question here.  I have an old NOS Universal ballast that was made in September of 1971 (thanks to rjluna2 for dating this ballast in my gallery), and I would like to power this ballast up with the proper F40T12 lamps of course!  I guess my question is will this ballast be okay after sitting for so long without being used?  I know this ballast has PCB's in it and don't want the capacitor to explode.  Please send me your thoughts on this!

I seriously doubt it'll be a problem. One of my HPF preheat ballasts (also a Universal from about the same time) looked unused when I got it, but it worked fine and continues to do so.
