Sounds like very silly regs to me.Are you allowed to carry fluorescent bulbs and HID bulbs you buy from Lowes or whatever in your own car?

There are those type of regulations here for larger compressed gas cylinders. I guess they don't want a lamp or two broken in a box unnoticed and giving off mercury vapor in shared air space with passenger area.
