If you have a 125v fused light set for C7 and you have 130v twinkle bulbs, can you use them on that set the way it is?

I would say yes you can you might notice that the set runs a bit dimmer due to the higher voltage drop but otherwise ok

Yes you can, these light strings are wired in parallel and like hannah said, they might be slightly dimmer but hardly noticeably.
