Sound like a CCFL tube array.

Could be simply a CCFL "glass brick". But i wonder how they keep the arc diffused enough to light it uniformly. This lamp would make some interesting effects if run with an arc deflector

Or it could be a copy of what GE did 50 years ago, with a square shaped single fluorescent tube.

That one was actually a tube, it was partitioned inside like a maze for the arc to go through. This one does not appear to be partitioned

Why not get one and test it?

The light panel appears to have a diffuser on it-a U shape bulb may be behind the diffuser,or a coil bulb.I have  miniature flourscent camp light from Coleman-it has a U shape miniature flourescent bulb-runs from AA batteries.The light head folds from the battery case.One side has an amber plastic cover-other side clear.The tube appears to have a neon gas mixture in it.The ends of the bulb glow a red neon like color.One of the lights in my portable light collection.

If it was a U tube inside, they would not need the sealing tip sticking out. I think its one cubical volume like a VFD
