But here're a few tiny probs.
1: as mentioned above, LEDs are still practically infants compared to the good old boys. They haven't had enough time to grow and develop like everything else but they've been chucked onto the market and as a result, poorly designed retrofits get developed and then have performance issues and die
2: LEDs ARE pretty bad for the environment when it comes to a manufacturing standpoint. Mining things like gallium and arsenic to produce the dies produce toxic chemicals in the process of extraction and refinement. Some may see "Hg" on fluoros and think "o no I'm gonna die if I touch this with a 39.5' pole". Arsenic is found in ye olde poisons, while the only medicinal use for Hg I've seen historically is back in the Mark twain days when they tried to cure cholera or something by ingesting elemental Hg. The strong point of fluoros, mercs, and pretty much any hid lamps is they're easily recyclable, having the potential of getting glass, phosphors (to a lesser degree), and of course, the mercury. The only recoverable things in LEDs are the housings (metal or crappy plastic in cheaper lamps, but often they're just trash canned due to convenience), and circuits for ewaste.  Also to note the energy and resources used manufacturing new fixtures to replace the ones that Ded, and shipping/delivery of them pert near means that LEDs use more energy, indirectly.
3: judging by the description of craptacular life and light distribution, the hid, Incan, and fluoros that were replaced would be better off staying.
TL;DR: you done goofed.

The amount of arsenic in modern SS devices is nothing to worry about.Its like in the junctions-a doping agent.Were talking about less than like a .001 gram!Same with the gallium.-another doping agent for the junctions.These things are used for doping the junctions in other SS devices.Don't panic the amonts of these in your devices are not dangerous.The doping agents control the conductivity of the junctions.Also Gallium controls the color of the light in a LED.Really no more dangerous than the mercury or sodium in regular non-LED lighting equipment.

Also most of the "toxic" chemicals in LED's are encapsulated in epoxy resin so there is a fair amount of effort needed to get them out, unlike most HID which only requires you to drop it on the floor to empty the contents..

Maybe we should look at the conflict minerals used in the other lighting since we are looking at the elements used in LED's wolframite for tungsten is on that list, people die or are worked like slaves for it, and it's funding arms and conflict, and I have yet to see an LED use tantalum capacitors also on conflict minerals list.

So before we all go fear mongering and hating one technology because we have only seen a few bad example's of it we should go looking for a good example, they do exist, and most LED lighting is still in it's infancy so there is a lot of room for improvement, and the initial poster should send there issues with the lighting used by the city and paid for by the taxpayers to the city, if the city made a poor choice they should look at fixing it as requested by a ratepayer and writing them is the responsible thing to do...

The emissoins from your car as you drive to get the lamps outweight any potential impact from whatever is contained inside the lamps. For whatever reason the 2.5mg Hg or trace amounts of Arsenic make everyone concerned, but the NOx (emitted to the atmosphere) and various fumes and outgassing products (emitted inside the car especially when it is parked under direct sunlight, and inhaled by the driver and passengers) from the ride to HD dont concern at all..

Well, quite significant and yet totally ignored pollutant from cars is e.g. the tire wear (turning into fine rubber dust). In many cars (mainly the gasoline prior the direct injection) this is even the most dominant pollutant (in those gasoline cars the exhaust is perfectly treated, so just H2O and CO2, nothing else).
And guess what will be worse: A 1300kg gasoline car, or a 1800kg electric (comparing the same size for passengers and luggage)?

Regarding front lighting in cars:
It is true, the LED's consume less electricity than incandescents. And it is true, than the lower electricity load means some fuel savings.
But the LED's require quite powerful thermal management. And that makes the LED system way heavier than the incandescent system. And when that becomes recalculated into the fuel consumption, ironically the higher mass of the LED systems causes means the car consumes more fuel by just carrying that extra mass than the incandescent will need for the electricity generation...
But the truth is, neither of these extra fuel contributors are significant enough to be even visible (well, maybe except some accurate lab tests), mainly behind the spread caused by the traffic and driving style...
